The Government of Kosovo (GoK) recognizes that open communications markets are a critical component for telecommunication sector development and for everall increase in social development and economic growth.
Kosovo has made much progress in creating a legal and regulatory framework which investors in the telecommunication sector and other sectors will find conducive to doing business in Kosovo. The independent body in charge of regulating the Kosovo telecommunications market, since January 2004, is the Kosovo Telecommunications Regulatory Agecny (TRA). The obligations and responsibilities of TRA are laid out in the Law and Telecommunications as promulgated by the UNMIK Regulation 2003/16
